What is a TIFF file?

TIFF (Tagged Image File Format) is a flexible image format supporting different compression methods.
No pixel data. TIFF stores the image exactly rather than approximating it, so a conversion between two lossless formats is reversible and can be repeated indefinitely without degradation. What can be lost is everything around the pixels — colour profiles, transparency, animation, embedded metadata — because support for those varies far more between formats than the pixel storage does. TIFF is a container more than a codec: it can hold uncompressed, LZW, ZIP or even JPEG data, at up to 32 bits per channel, with multiple pages in one file.
Because it holds the captured image without deciding anything for you — no lossy compression baked in at capture, and room for the metadata a document workflow needs. That makes it the right format at the point of capture and a heavy one to distribute, which is why archives keep the original and hand out converted copies. TIFF handles CMYK, 16-bit depth, embedded ICC profiles and multi-page documents, which is exactly what print and archival workflows require.
No — it is rendered into the picture along with everything else. Live type is a property of the working file, and every delivery format stores finished pixels, so a typo spotted after export can only be fixed by going back to the original and exporting again. That is the reason to keep the layered file as the master and to treat each flattened copy as disposable output rather than as the document.
Because it is keeping every pixel, and in a photograph almost no two pixels are the same. Lossless compression works by finding repetition, and grain, noise and gradients offer it very little, so the file stays close to its raw size.
