How do I extract frames from an FLV video as PNG images?

Upload the FLV and open the options. Frame Extraction has two modes: Single Frame saves one PNG from the second you enter (e.g. 1, 5 or 10.5), and All Frames saves every frame of the video as a PNG image. There is no every-Nth-frame or one-per-second mode.
At what resolution does the extracted PNG image come out?

Same resolution as the FLV video — a 1080p source produces 1920×1080 PNG frames; a 4K source produces 3840×2160 PNG frames. Resize after extraction if you need smaller thumbnails.
